The Madhesh Province Government has moved forward with the process of integrating three institutions related to the communication sector. According to the provincial government, legal preparations have reached the final stage to operate the Mass Communication Authority, Media Council, and Film Development Board under a single institutional structure.
Minister for Home Affairs Fakira Mahato said that maintaining separate structures for the three institutions has resulted in significant expenditure on administration and service facilities, while failing to achieve the expected outcomes. According to him, the concept of integration has been introduced to reduce institutional expenses and make performance more effective.
He informed that the bill required for the integrated structure has already been prepared and will be presented in the upcoming session of the Provincial Assembly after consultations with stakeholders are completed.
According to Minister Mahato, Chief Minister Krishna Prasad Yadav, Finance Minister Yubaraj Bhattarai, and the Ministry of Home Affairs have already reached an agreement on the matter. In line with that agreement, the provincial government has planned the restructuring of various bodies, under which communication sector institutions will be merged in the first phase.
Minister Mahato stated that all three institutions have been implementing programs of a similar nature and have not demonstrated the expected level of effectiveness. He said the government believes that operating communication-related policy, regulation, and promotion through a single institution would ensure better utilization of resources, eliminate duplication, and enable more effective services for the communication sector.
